But on the other hand, bankruptcy of a self-governing body becomes a big problem. The city of Yubari (Yubari-shi) became a financial reconstruction self-governing body in March, 2007. There is a possibility that many self-governing bodies&＃39; finance will fail in the near future. This paper is intended as an investigation of comparative financial analysis of Yubari and the town of Akaike (Akaike-machi) which became a financial reconstruction self-governing body in 16 years ago. Both of the self-governing bodies were in charcoal mining area in the past had the issues of depopulation and local industry decline. But both were different in times and social backgrounds.
